+1 on Premier1. We have done business with them for a long time.
Our chargers are strong enough to burn off the weeds here, but that's a YMMV item.
Raccoons tend to climb, and we have used Premier1's 72 inch netting against them very effectively. If you get skunks, I would think about a wire mesh fence down 12-18" below grade, and electric netting either inside or outside the wire mesh. My preference is inside, because it means the critters have a good grip on a nice ground when they touch the electric fence.
