Mattalurgy has to do with all of the metal properties. The steel used to make a hand file, foe example, is very hard but would make terrible forks because it would easily snap. The steel is selected for making files.
The steel for forks is stronger, and also will not bend or break easily. In short, the metal is designed for use in making forks and is much superior than general purpose 1020 steel for that purpose.
