Interesting observations, so I'll add mine...

Until I moved here, I don't think I'd ever seen a road crew use anything but a brush hog type. Here on Big Island Hawaii, all I see is flail type. Now while that might be interesting in of itself, they just don't mow the side of the road, but the "sides" as well. In the 20 miles between me and town, the road was built through the hills, leaving vertical sides - like walls, very close to the lanes - shoulders too narrow to pull off. Anyway, they use these side mounted flail mowers to trim the growth which is a combination of a little grass, but mostly brush and trees - some appear to be 2-3 inches diameter. Of course they grow and are cut year round.
