As John said, you don't repair foam filled tire. Not that it isn't possible to ruin a foam filled tire though.
I wonder if what you are referring to isn't the slime stuff? Many places won't repair a tire that has that in it. Being in the tire business, I know it is possible to repair tires that have sealant, but it is more trouble than some dealers are willing to endure. Frankly, I don't blame them. I would be willing to repair such a tire, but not at the standard flat repair fee.
