It's likely diesel slobber.

Diesels that are not worked hard or are idled alot slobber.

also water can get int he muffler and the soot and water, and unburnt diesel can spray out and leak all over.

real nasty looking.

go run the snot out of it after servicing it. if the slobber stops you are good to go.

Changed the oil, found water droplets under the oil fill cap inside the valve cover. Pulled the oil bath filter off, full of watwer instead of oil, real nice. Cleaned all that and ran for a little while, wiill see if it clears up the "spotting". TB

if it is slobber, it will clear up if you get it up to temp and work it till it gets warm.. IE.. don't idle it.. work the bajeebers out of it. if the slobber goes away.. it was a non issue.

do check / change the oil, as it may be fuel contaminated...
