You make a good point about RPMs. Diesel engines are designed to run at their peak RPM. If the engine is rated at 2300 RPM and you are moving a load, run it there and let your gears determine your ground speed. You are going to hurt the engine worse lugging it than letting it do it's job at the RPM it's rated for.
