Ford 1900 compact diesel

Well the pump was bad. Now I have it reinstalled and I need to know how to time it. The gears are timed but I'm not sure the eccentric offset gear on the pump is timed right. It runs but has no power. Short of spending lots of dollars with the dealer does anyone know the correct timing procedure. Thanks for your help.

I did have the pump rebuilt by a pump specialist in tulsa ok. I timed the gear timing according to the article, but it is still low on power. There is a section about using a dial indicator, on the valves to time it but I am unsure if that is necessary or if there is another way to check the timing. I haven't had time to work on it lately, but I will soon. Thanks for you help. I may lean on you some more if you are willing to help.
