3-Point Hitch Ford 2000 hyd pump not working

Ok to all you ford guys. I am working on a ford 2000. Original prob was that the lift arms would not lift the mower. I have check the pump and was not getting the presure I shuould have. I have changed both internal hyd filters with no change in presure so I have now rebuilt the pump. Still no change in presure. Help what can i check next.
