Ford 2000 Power Steering Issue

My power steering leaks on the 2 steering arms shafts on both sides. Is it difficult to replace these seals ? Would the power steering work even though they leak ?

It will work as long as its full of the correct fluid

maybe nobody answered because no info on what its on like a tractor
model all info on tractor as nobody can help you with out information of
what you have.
