The Holley carb requires positive fuel pressure.

Thanks for the reply, RickB. I just pick up this tractor. I think it's a 3400 and it has set for a few years but, not seized. Clean fuel from tank, installed carb kit, and cleaned the sediment bowl. Not getting gas to the bowl so, I'm guessing the filter in the pump is plugged or the pump is faulty. Can that filter be cleaned without removing the pump?

Yes, it comes right out the top.
