Ford 3600 Tractor #:C63658S Model # CA213C
I recently replaced a few seals in the pump. I replaced the:
- large o ring on the head
= gasket on fuel inlet
- main seal(with spring facing inside)
- o rings on the throttle and stopper shafts
- strainer and fiber washer where the return line comes in
- control cover gasket
- all the washers
- I didn't disassemble anything withing the body of the pump
When assembling I made sure:
- timing mark on pump and block is set to "0".
- the governor assembling went in with the two legs sitting on the flats inside the body
- the governor spring was in the correct holes from the throttle to the governor
- the stopper lever was aligned and working
- installed fuel lines going to pump
- opened fuel line, bled filter and opened bleed screw on pump until fuel flowed out
- Turned motor over several times and no fuel is coming out of the pump, at the pump. (injector lines not connected).
Question: is the small cylinder plunger inside where the stainer goes on the return line supposed to move freely. Im guessing this is a check valve. Inside it contains a small spring, then the plunger body with a small cylinder inside it, strainer, then another small spring, then a larger spring, then the nut.

Here's a similar occurrence AND our solution: The fuel system is a tank, lines to a filter body with a shutoff, outlets to the fuel pump and on to the injector pump. The filter body had a return line back to the top of the tank. With fuel valve in the 'open position' (which is handle down on Fords), the filter bowl would fill, but then become empty while cranking. Let it sit, filter bowl fills up, crank and it gets emptied. Thus, no start.

Turns out that the filter bowl return line was pulling air out of the tank more easily than fuel could flow in. As a bet, I put a vice grips on the rubber ine and the motor soon started and ran fine. Plus, releasing the vice grips on the return line hose lead to a stalled engine after a few seconds ! We even put an electric fuel pump in the line to bypass the mechanical pump. Still no fuel flow after the filter.

Man, that was a puzzle. Sounds like we never heard of or saw any sort of check valve in the filter bowl, but now it all makes sense. No air in, but allow fuel out if tank has high pressure from being full.

Thanks for the reply. I just now got it cranked. I had the throttle wide open, closer pushed in, Had all the injector lines cracked. Turned it over as soon as fuel started coming out #1 and #2 I closed them and sge cranked. Took a few seconds to come out of #3. Now the problem is that it's running at a low RPM with throttle wide open.I know the governor spring is correct. The shut off bar is probably not aligned with the shut off shaft and the metering valve is barely open. What do you think? I'm just guessing, this is the first time I ever resealed an injection pump...

That’s easy enough to check.. just remove the nut and washer and SEE IF it’s aligned..
It’s more likely the throttle lever isn’t aligned with the shaft.. happens all the time.

That wasn't the problem. It's getting fuel to the injectors but just not enough. There is a small cylinder plunger that goes in the return, Does it need to move freely inside inside it's housing because I have to tap it out . It's part #7 in the diagram and it goes inside part #8

Yes, it’s supposed to move freely..
(Transfer pump piston)

Be sure to put the regulator plug, short side down.. (it just sits on the regulator sleeve)

Plungers are stuck inside the pump. You have to completely disassemble the pump to get to them. They must go back into the same holes they come out of. There is 4 of them. You have to bang on them to get them unstuck.
