Ford 5000 pto problem

My buddy has a 74-75 model ford 5000 the pto constantly spins weather the selector is disengaged or ingaged lift works great pto also has no power how hard of a fix is this also what could the problem be a stuck valve

lots of issues.

if the pto spins but has no power.. it is fluid coupling.. or perhaps has a bad clutch pack.

I think first thing is to check pressure to control valve.. go from there. may be other issues. like bad brake.. etc. but see if it works first.
