It was made to reduce speed for use with Howard tillers and not for pulling heavy load in low.

which is exactly what I said. most people think their farm tractors were bulldozers, and going slow meant they could do lots of high load dirt pushing, pulling, etc. wink-wink.

I was comparing them to normal low series on tractors and they are much weaker.

The amount of torque transferred before failure probably isn't materially different between DD and UD. What is different is the amount of torque generated in those respective ranges. With no direct experience to draw on, I'd bet that under maximum torque conditions in UD, failures at or behind the final reduction point are possible with almost any component. Heck, axle shaft failures aren't all that uncommon in tractors without any auxiliary transmissions.

I have had several and still have the earlier howard tranmissions. I would not consider the trans to be weak. I would put it to use for any farm chore. Most gears were missing teeth cause operator thinks it's a shift on the fly. or try to force it into gear. You're going to break something if you misuse it.
