Ford 6700 draft leverh

We have rescently purchased a Ford 6700 in descent condition, and everything seems to work fine, but the draft/position lever is stuck in draft mode. I have only tried to pull on it by hand, not wanting to break anything by beating on it or prying. Anyone have any tips for freeing the stuck lever?

Can we assume that it is stuck in the down position? Does the position lever move and does the 3pt operate off of it?

The larger position lever labeled 1-2-3-4-5-6-7-8-9-10 does operate the 3-point arms up and down, but the lever to the rear labeled draft and position is stuck forward or in "draft". It is difficult to get the 3-point arms to stop in the middle of their range, it mostly wants to be all the up or down.

I will look into the service book, but I'm thinking that internal linkage is broken.
Does it have Load Monitor? You can tell by the presence of a large, long spring on the 3 point hitch.
