Ford 801 ignition problems

Old tractor has been sitting for year since getting a new one. Have it sold but can't get it to run. No Spark.

Did some voltage readings below and need help knowing what to do. Any help is appreciated.

Battery 12.2V
Input side of ballast resistor 11.2V
Output of resistor 9.2V
Input at coil 8.3V
Output side of coil 0V

Guess coil is bad but it bothers me how much voltage is dropping from battery along the circuit. Is that normal?
