ford backhoe swing cylinders

I have a 81 ford 555 special backhoe. The dipper will swing to the right, but will only return back to the center. I have had both cylinders repacked but this still happens. The left cylinder will not retract. I swapped the two lines at the rear of the cylinders, but this moves the problem to the other side. Could the cushioning valve on one of the cylinders be bad. Everything else works fine. Any help or thoughts will be deeply appreciated.

Scratch that. The 555 is completely different than the 753.
