I believe, if you do the research, you will find the reason for the Monroney sticker displaying the vehicle's MPG is for comparison with like models of vehicles. As far as obtaining the published MPG's, very few will so extinguish those expectations.
A vehicle is stored in an area that is temperature and humidity controlled before it is dynoed where it is emissions certified and its MPG's are calculated. Manufactures have drag values of the vehicle that is applied to the measured MPG's. If all manufacturers calculate the MPG's in the same way, then the MPG numbers on the Monroney sticker are accurate for comparing like vehicles.
