I can't believe the government had my solution before I posted it. That's what I'd do! Get a smaller diameter pipe and push it down the hole (and hope it doesn't encounter any 90 degree fittings on the way). I bet the frozen area is within a few feet of either end, because its less insulated there.

Actually, as an ex-Quebecer, I can say the Government of Ontario is not so bad...

mine mixes air with the water ... and then uses moveable jets on bearings to provide massaging action. I never even thought about the jets when I've drained the unit .... but I sure do now ... especially since I haven't been able to get ANYONE that handles this line of spas (Canadian outfit) to respond to my email enquiries.
Glad that at least you don't have that problem.
I've been holding my breath hoping that warmer weather occurs before the frost moves to 3 feet here .... after reading your travails .... I'm NOT looking forward to having to dig up 600+ feet of water pipe (tube) if the line to the barn freezes!

Here in Sweden we use a selfregulating electric heating cable which can be placed on the outside of a plastic line and insulated or with a special fitting inside. If used inside you have to have a safety breaker to sence any leakage current.
