The article I referred to isn’t about the strategic reserve. It’s about mandating the California fuel storage farms increasing their capacity.
Actually it's about a requirement that they keep a minimum supply. It's not a capacity increase.

The reason is because California's gas and diesel prices spike every time a refinery goes off line for "maintenance". Often when use is high anyhow, like during vacation season or when another refinery is down for another reason (which may or may not be valid). It's a scam the oil companies have been pulling for decades.

I think this law is pretty weak and probably won't help much.

To me, funniest part is, by the time Shell,Mobil (etal) could get engineering done, permits issued and construction complete how many years of usage would they actually get before Ca’s ban on ice in 2035 happens?

The 2035 ban is on selling new ICE vehicles. Not all of them. There will be a lot of them on the road. There's a good chance that it will be put off, as has happened with a number of other emissions rules.
