How high is your tank? The reason I as is I did the same thing with a 275 gallon tank that is on a stand and just use good old free gravity. Of course I put a filter on it and a ball valve to shut it off prior to the filter. It has 10' hose and a gas station type nozzle. Cost me about $80 to set it up including the filter, valve, hose, and nozzle.

1*I have a 275 gallon tank that I would like to permanantly mount a fuel transfer pump on to fill 5 gallon cans and or my tractor directly.
2*I dont use a lot of fuel. My situation is I have a 275G tank inside my garage for the warm air furnace. The furnace is not running full time but I will still go through about 350g a year.
3*Since I have the fuel right there anyway, is why I want to pump from it. I now siphone from the tank into 5 gallon cans (usually making a mess) and then pour from the cans into the tractor (usually making a mess)
1*There are 3 places to mount the pump.
a*On the tank.
b*On a shelf.
c*On another container such as a drum.
Where you mount the pump depends on
a*Are you wanting a stationary set up.
b*Or a portable set up.
How you plumb up the hoses and what fittings you need depends on what set up you choose and what goal you're trying to acomplish.
2*You really need to get some Idea of how much fuel you think you will be averiging monthly in your tractor .
It will help chose which way to go with a pump set up.
3*IF I were to rig up a pump I'd can the cans.

2-28-2009 up date.
I'm thinking about maybe setting up a 12 V pump on a 15 gallon drum placed on a hand truck for a portable unit for use out in the field.

Stationary setup is fine. The 13 gpm pump setup I am now planning will screw right into an existing 2 inch bung. Mounting setup on the 275g tank will also take less room in my garage/shop. I do have a couple 55g plastic barrels that I have used for diesel (I needed to empty a friends old 275g tank) but it seemed crazy when I use them and store them right beside my 275g tank. If need be I can use a can if I get stranded in the field.
I thought about gravity as stated by Diamondpilot but my tank is on short legs to keep the outside fill pipe at a reasonable height. Gravity would not work if my tank got below a quarter tank. My tank also has about a 3/8 inch outlet so the output would be rather slow.

1*Sounds like Stationary is a good way to go.
2*I use a 1 gallon plastic can for this.
Fill it from the set up.
Carry it to the tractor and dump it in the tank.
Drive the tractor to the set up and fill the tractor on up.
Don't forget to put a water block filter on the outlet side of the pump.
Looking forward to seeing pictures of your finished setup.

My 275 gallon tank has a big outlet. Can not remediable the exact size but did have to reduce it down to the 3/4" out let so its probably 1 1/2" or bigger.

As far as a portable unit, unless you are doing tons of work away from home its a waste of money. My tractor will run nearly 10 hours and 8 hours comfortably on the 6 gallon tank and if I need some I take 5 gallon jerry can with me. If you are to run out of fuel in a diesel you have bigger problems than just getting fuel. Getting it primed and bleeding the air out can in some cases be a all day event. And if you are not careful you can burn out the starter. Plain and simple keep a eye on the fuel level and don't let it run out. I did it once and learned my lesson.

1* The 55 gallon drum makes it easy to add the power service to the fuel.
I wait till my 55 gallon drum is empty then dump a quart of power service in it and call the delivery guy to come fill the drum.
A 275 gallon tank is five 55 gallon drums so it would take 5 quarts to treat your 275 gallon tank.
You would also be treating fuel that you were not running in the tractor where I am only treating fuel that is used in the tractor.
If you don't want to treat all your fuel you could dump five or six tenths of an ounce per gallon in your tractor tank before filling it.
2*A Gravity feed from this outlet would keep a 15 or 30 gallon drum topped off it you plumbed the pump to the drum instead of the 275 gallon tank.
Only thing is if the line or the drum or the hose and fittings ever spring a leak you drain most if not all your tank.
