I have used the inner tube trick for smaller gates and it worked... I have also tack welded but only on real pipe gage...

Regarding cows... the neighbor of my brother runs about a 100 head of cattle on park property for fire suppression... it has always been a win/win.

Recently, a dedicated band has been cutting fences and gate locks setting the cattle free to roam even to out to the highway...

That looks like a standard issue gate hinge; can't see the bolt ears but it doesn't look like the gate is wallowed in enough for it to run out of tightening room. Bolts, screws and rivets all share the same problem of the thin material of the gate end probably unable to hold it together for long.
If welding is is no way an option, perhaps adding another L bolt and hinge above it to help share the load. Not a true mid-hinge, just above the crossbar in the pic.

The issue is with the bottom swiveling no matter how much I tightened it.
Water mix valve grinding compound. . . . Coarse.

I'd drill and drive a bolt through both 'sides' add a split washer and nut... or with no lock washer, use red loc-tite on the threads. Call it a day.

Had a load of rock put in washout hole under gate. Now the unhinged end rests on rock so I’ve been climbing over it.
