GC1700 hydro trans groaning when pushing the forward pedal, is this normal?

Mine will barely roll on its own when on a hill, in gear, and no pedal pressed.

Well maybe "rolling" is the wrong term to use, but mine definitely moves. But I don't think it's a problem there.
