A couple attachments I'm looking at have a gearbox rating of 60 horsepower. Is that 3 extra horsepower enough to blow out the gearbox?

Anything past that isn't guaranteed to hold. You would likely be fine, but its asking for problems. A weaker sheer pin or less tension on a slip clutch might help, but that's just a bandaid.
