There is much more to this story, but I cannot reveal it just yet.Chances are the utility company is only interested in inspecting their infrastructure not spying.
A hint is that although laws regarding privacy and secretly recording others are quite explicit, and quite strict in many states, some exemptions exist for certain agencies/orgs to legally circumvent those laws. Then if the agency/org subcontracts with a 3rd party private company provider, who *sort of* gains such access (or exemption) based on a contract, it gets even murkier about who can fly spy drones across your private property, maybe peeping on your sunbathing wife or a whole host of other things, etc.
If they are flying above the lines and looking down, they are also seeing and recording you and your land as a permanent record. At what point are they required to turn you in for an illegal marijuana grow? At what point do they share their footage with the building department to scan or inspect for illegal room renovations or additions? And many other possibilities. Is one of your children handling or shooting a gun while on your property? Oh my, call the police! Did you add a wooden patio deck without a permit? And in water-weary CA, are your sprinklers operating on the wrong day, or causing runoff going down the street? Oh my, violations of law!
I don't have an illegal pot farm, or a naked sunbathing wife. But I do have a different conflict that is on-going on this very issue. The creep of big brother is infiltrating us quite often without our knowledge it is even taking place.
