There is usually one fusible link and it’s normally a bigger one. You might not have one.

The cable from the battery to the starter has to also supply power to the rest of the tractor. So somewheres there has to be an offshoot of the positive cable to another source. Can you trace entire hot cable. If there are no other wires off if battery positive post, there has to be additional wires off if the point the positive cable clamps to starter

Where are the fusable links at? I feel like that maybe the problem, but dont know where to find them.
Usually near alternator or starter. Look for a ~ 12ga wire branching from the +Battery cable and probably going to the ignition switch. There will be an noticeable mystery bulge, or connector in the wire. That should be it. Only one.

Are you able to locate a wiring diagram anywhere for this machine? I had a battery cable once look perfect, but it was all green and crusty inside the insulation and couldn't carry current. Same thing can happen with a ground, or any wire for that matter. Usually if they'll carry enough current to light a homemade incandescent headlamp / tail lamp bulb test lamp, the internal wire integrity is OK.

I have no clue about your machine. The technique I use when I troubleshoot machinery for voltage is to fix the negative side meter lead to the negative side of the battery. I also prefer an anolog meter, I can detect variations easier. And if you keep checking and looking you should find a culprit. You have the good kind of problem, the difficult ones are the kind that come and go. Good luck
