It IS considered a fire hazard, although diesel is about the same as charcoal lighter fluid to get started, it is still considered a flammable liquid. Probably 90% of the tanks in the country are still gravity feed, but when something goes wrong or a hose falls, the tank is drained in the shed if the tank is inside a building.

If you can't find a fitting that already fits it's pretty simple to go to any plumbing supply and get a "bulkhead" fitting, any size you want, and just cut a hole in the side at the height you want. That way it comes out the side and not the bottom so you don't have to elevate the tank.
