The glow plugs are turned on between the "on" position and "start" position but will stay on in the "start" position if the shifter is in "L" or "H". It's VERY difficult to tell when they're on between that "on" and "start" position. So, the easiest way to ensure they're on is to put the shifter in "L" and "H", turn all the way to "start" and hold for a count of 2 to 5 (depends on temperature, longer for colder). Then move the lever to "N", and it'll start instantly.
You can check this all out by connecting a test light to one of your glow plugs and route the other end of the test light to ground. Then turn the ignition key to the different positions, work the shift lever, even try pulling the PTO button up (it allows the glow plugs to stay on, too).
Why oh why did JD not put a glow plug indicator light on the panel?
