The curtain just keeps the hay in a straight windrow instead of being tossed further making pickup harder.
If you take the curtain off it is still a rake as it rakes the hay from a wide swath into a narrower windrow. A tedder keeps the hay in a wide swath and generally spreads it wider then the mower leaves it. Pequea has a fluffer that picks up a windrow and fluffs it up (I think they call it a tedder also) but it keeps it the same width as it starts.
