GR2100 Sticking Throttle

Kubota GR2100
The throttle on my GR2100 is no longer staying in place and always wants to return to the slowest speed setting (handle all the way down). I have to zip tie it to keep the engine RPM's up. There is nothing binding on the cable and cable moves freely but will not stay in the desired position.

Do I need a new cable or is there something else I can check?

Usually on the throttle lever there is some type of friction washer and there is a bolt to tighten up.

Thank you. Assume you mean 040 and 070 in the picture. I will try that first.
