They sell different size collars at TS, I would use them and weld them to the outside of material, add zerk and call it good.
Most collars are made of carbon steel like C45 (dont know the US equivalent) which is meant to be machined, not welded. The higher carbon content makes it prone to crack right beside the weld, in the Heat Affected Zone (HAZ) I was once asked my opinion about why these things cracked off the frames, in a company i just started working for. I asked them, look up the material, its most likely C45. And it was. Replaced by DOM tubing and no problems since.
