If you have a walkout, there should be a frost footer there, meaning the footer is a lot deeper than the rest of the house.

thought about this some more, it will only take a few digs with a shovel to find out if you have a frost footer, assuming you have dirt on the walkout. If you do dig to check the footer depth, be careful of an outside drain pipe at the edge or on top of the footer, you don't want to mess it up.

I found two drain tiles at the creek that could run back to the house. I'm going to borrow a buddy's tile probe and see if I can follow them.

The water that was under the slab after the big rain on Sunday (about 2 inches) was gone on Monday evening. It almost seems like there is a drain under there but it's clogged or something so it doesn't drain fast enough.

Hopefully those two tiles go to the house and I can just repair a smashed or clogged pipe. By the way, the house was built in 1990.

That would be great if you can trace them back to the house and there is a system in place that just needs a little attention.
You mention tile but to me that means old style clay pipe, I run into that all the time on the older houses I work on but for your house built in 1990 it should be plastic.

It would be easy to do what Buckeye said and dig down on the outside to see if there is any footing pipe. If there is then run the hose in there and see if it backs up or slowly comes out the pipe you found at the creek. If you don't find a pipe on the out side then I would suggest opening the floor and run water under there.

I do basement drainage work and that's the first thing we do on every job, to establish flow or not.
