Likely NOT a neutral, no need for a neutral. There's only one load in the welder: a transformer(240v primary with no other loads, there is no need for a 120v source.) I don't want to sound testy, its not a ground, its bonding conductor.
240 V Welder circuits use 2 hots and a GROUND, not a neutral.
I agree with you Mark, but that outlet in the picture (poor quality) looks to be a
NEMA 10-50. Those outlets have the ability to provide 120 / 240 VAC. either way, I am guessing stray leakage current and not an issue with proper percautions taken.
PS. I really want one of your Plasma cutters! They look to be nice units!
