GT1860 Starting Problem

I have a GT1860, it won't start unless I manually flip the shut off valve to open (I think). It will run fine until the next start again.

I think my electrical shut off valve is half bad because it does shut off when you turn the key off.

What and how does this shut off valve system work?

Well, I replaced the electrical shut off valve and all is fine.
