I think you are going to have to find out who owns the pole. I had a wire that belonged to the ph co. in my yard. I thought I would never get it moved. ph. co . said power co. owned the pole .power co. said ph. co. owned the pole. No one would admit owning the pole. I said, ok then, It's my pole . Get your wires & guy off my pole I was cutting my pole & guy down . Ph.co. & power co . said I couldn't cut the pole down cause it had their wires on the pole. I told them that they said it wasn't their pole. Ph. co. came back out. this time ph.co.said it's our pole & their guy.I asked them to remove the guy from my yard.The ph. man said they have easement for this guy. I had all my papers so, I told him to show me the easement that they have .His map showed that they have easement on the other side of the rd. & none on my side of the rd. They had to move the wire from my yard to the other side of the rd. AS with your case. If you can get someone to admit that they own the pole & where your easments are on your property , You may be able to get the wire moved. For me, it was a long process, but it paied off. Got a call from the state trooper yesterday.
He says The woman was charged with DUI and faces license suspension on that charge.
If she can't produce proof of insurance there will be other charges and penalties.
New up date
The state trooper called today .
Turns out that she has insurance with another Co.
I called them and they started the damage claim.

In NC there is a metal plate on the poles that IDs that said pole. The state of NC considers the pole property, thus the ID, and thus the tax that the state gets for said property.

So look for a metal plate. Someone is paying tax on that pole in NC. I THINK the plate has the owner's name but I might be wrong. At Thanksgiving I was wandering around the wife's family farm and check a pole running out to the old dairy barn. Sure enough it had the plate so the power company is paying taxes on that pole. You would think they would take it down since the diary barn has been shut down for 3-4 decades.

If it's like Wisconsin it is only on the record if it is claimed. If it was "abandoned in place" on the utility records it does not count.
