Bought a 2130 John deere ,after starting tractor thepower steering nor hydraulics will work until you start turning the steering from left to right a couple of times power steering starts working then the front end loader will also start working?

Well, it's got to be something 'common' for that/those symptoms to occur. There must be a screen or valve within the hydraulic system that is gummed-up or sticking until you engage the steering, 'handraulically'. It's an older tractor and I don't know when the hydraulic fluid was replaced and the filter/screen cleaned.

I changed the oil and filter and cleaned the oil screan and flushed the front hydraulic pump. I also installed a control valve for the front end loader,closed system.HAllen

Since you have a newly purchased used tractor 1st/simplest thing to do is change hyd filter(JD part # AR75603) & check/clean hyd oil suction screen. One needs to drain hyd oil or block hyd filler hole with a plastic bag in order to create a vacuum to slow oil from draining. I suggest to perform my suggested maintenance then report back.

Yes it does include the 3 point hitch.I'm 'grasping at straws' here, but does this include raising/lowering the 3PH (3 point hitch)?
What are you referring to as a ''flush valve"? I've never heard that term used on JD tractor closed center hyd system. Next I suggest to disconnect & cap power steering supply line & cap fitting to determine if hyd's operate better with power steering not operating.
JD 2130 normally has no relay associated with it's closed center hyd system. Frt hyd pump has a stroke control valve that when seated correctly allows hyd pump to create pressure.OK, so it's the entire hydraulic system that needs to be 'nudged' to start working. And then the hydraulic system works for everything... so the 'common' fault is something that activates the hydraulic pump.
