Weight in the bucket might help, but be sure that the locking plate is tilted back enough that it is free from the weight bracket. Sometimes they can get bent (bumping into something with the FEL raised) and will need some prying to get them to release their hold on the weight bracket. Should be free when unlocking and pivot back and forth freely. Sounds like yours is not. A picture will help confirm some answers that may help.
