Pulled an electrical permit a few years ago for basement rewire.

Inspector did not like inside wire thru PVC pipe to garage.

Had to replace with underground outside wire $280/35ft ouch! 6Awg

I'm surprised. I'm not really versed in code, but I was under the vague impression that indoor Romex was never okay to run outdoor or underground, even in conduit. Is that not the case?

Yeah

It was existing wiring and when the ESA(electrical safety inspector) noticed it he wanted it replaced.

Didn't fight it too hard as he would have probably really opened his eyes!

My service is 200-amp and currently I am running <70% capicity with everything turned on, I would not run our 30-amp dryer while welding so I believe I would still be pulling less amps than capacity but would be close.

NEC does not specify the maximum amount of breakers that can be hooked up to a panel of a given rateing. put plainly, it doesnt care if you add up all the amounts on the faces of the breakers and exceed the amount stated on the main breaker. The reason for this is because the code (or you, or anyone) has no idea how much each circuit is drawing at any given moment.

the point is you can never draw more power off the main pannel than what the main breaker is designed to supply (protect the mains feeding the breakers) so whether or not that comes from 2 breakers or 100, its still only 200 amps.
