It has been in the works for a couple of years. ALL drones (UAS) under 255 grams are included. The DJI Mavic Mini 2 or 3 will be exempt because they only weigh 250 grams. REGARDLESS of age.
DJI has announced that since their drones broadcast the information via wifi to the controller, they may simply update the DJI GO app to provide the required information. The required info is:
Drone ID
Drone location and altitude
Drone velocity
Control station location and elevation
Time mark
Emergency status
They have not yet announced which of their drones will work with that, or how old.

All new manufactured drones will have to include this feature (if over 255 grams), and after activation of this ruling, all old drones (weighting more than 255 grams) will be included. I think the ruling is supposed to go into effect Sept 16, 2023.
ALSO all drones (over 255) will have to be licensed (registered). The license cost now is $5 for three years. You can get a license here (the license number must be attached to the drone).
ALSO, to get the recreational license, you must pass the TRUST test. This is a VERY simple test. There is a very short reading section and then a test question about the rule included in the writing. Such as - You must fly under what altitude? It is very simple. Should law enforcement ask for it, you must provide the TRUST certificate and your drone registration,

OTHERWISE, if you want you can take the commercial FAA Part 107 drone test. That is another matter.
If you want to buy a drone and fly it, I would not let these rules change that decision. You can get great pictures with a drone.
AND, if you want to fly with a FAA approved club, you can fly at their facility under the FAA provided "recreational exception' used by the club.
We will see - I always thought older drones might have to buy a module to attach which broadcast the info. But have found none so far. I hope DJI has the answer. I did see a Youtube video that showed the new addition of DJI go app. But did not find it out yet.
