Honda small engine help

I picked up a Honda F220 tiller with a 4 stroke engine. It won't start. It's getting fuel and spark, in fact it'll pop out the carb. I've checked the valves and I don't believe one is sticking. I took the flywheel off to check if the key was sheared and it wasn't. The float appears to shut the fuel off when you lift it but there is fuel present when you take off the air filter.
Any ideas?

when you pull recoil does it have any compression?

I had a 1000w gen that acted the same way the intake valve wasn't closing.
I had to take side plate off motor and pull valve down a couple of times and it has been running it just was gummed up from sitting. i ran it a few minuets and did an oil change ran it about 4 hours and changed it again to make.

It does have compression, I think it's normal but I'm not sure. I only took the valve cover off but both intake and exhaust were moving freely. How could I check to see if its gummed up?

if it pops out the carb intake valve isn't closing
try turning valve a couple of times through valve cover
pull plug turn over with pull starter and watch gap on push rod to valve Ill bet there is a little gap between valve and push rod. I think it should bee about .020" normially
put motor in side with valve cover up fill with some pb blaster or kroil liquid wrench let it soak for a couple of hours turn it over a couple of times while soaking.
put it back up right and try again
you could pull head and push valve down and make sure nothings in cylinder

Thanks for the help. I've got it soaking with PB Blaster right now. I'll let you know if it works. If all else fails, I'll pull the head. The gasket should be available locally.
