Yes we can and do make the driver unhitch and we put a scale under the tounge jack. If there is a rating we can check it.
Would the tounge weight and the hitch weight be the same? It seems that the jack would be heavier since it痴 a shorter lever.

Let's be clear. DOT can and will ask you to seperate your 10k trailer and weigh it seperately from your truck. I do not know if tongue weight was ever an issue but the gross on that trailer better not be over 10k or your wallet is going to get lighter. You likely will not be moving that trailer without some "adjustments".

Trailers are weighed attached, not separated.

Probably wouldn’t be issued a ticket, just a violation and made to correct weight issue.

You've gotten into the discussion of "pintle hooks used as fifth wheels". The last inspector I brought this up with told me that state law, Oregon, mirrors federal law. He said, you're going to love this, that the feds don't have a definition of what a fifth wheel is yet. They were expecting it to take the feds about five years to define what a fifth wheel is. I don't know if this has been resolved.
The pintle hooks that I have bought were to PULL either a 40,000# or a 60,000# pull trailer. Pintle hooks are designed for pulling not carrying. People do it, trailer makers design equipment trailers for crazy tongue weights, but some day it will probably be disallowed and we will be back to tractors with fifth wheels or quick change dump trucks. I've seen broken pintle hooks and surpriseingly they are hollow.

Your way out in left field, this thread is about federal regulations for commercial motor vehicles, once again, non commercial class A has nothing to do with what where talking about.
