What is it you think you are confusing us with?
Would the tounge weight and the hitch weight be the same? It seems that the jack would be heavier since it痴 a shorter lever.Yes we can and do make the driver unhitch and we put a scale under the tounge jack. If there is a rating we can check it.
Let's be clear. DOT can and will ask you to seperate your 10k trailer and weigh it seperately from your truck. I do not know if tongue weight was ever an issue but the gross on that trailer better not be over 10k or your wallet is going to get lighter. You likely will not be moving that trailer without some "adjustments".

Trailers are weighed attached, not separated.
Sure it is and while it wouldn't help on the side of the road I bet one could get the ticket thrown out in court over this.
