How do I get that fine powdered garden soil?

Thanks for the comments everyone. I am already composting but have only been gardening and composting for about 2 years. As such I did not have enough compost to do everything you all described, but I am doing some if not most of the above. I just wondered if I should have used a different tool. Sounds like the roto-tiller is probably not meant for my Ford, and I should have waited until it was dry, and continue with soil improvements.

The idea of scraping the sod off with a loader is one I hadn't thought of though. Will have to keep that in mind for the future.
