My condolences to you and yours deepNdirt, but keep in mind that your uncle chose not to stop. His thought processes may have been idled due to alcohol, but it was still his ultimate decision. It was his choice. As per my previous post, he suffered a fleeting moment of 'stupid' which exascerbated the outcome.
You are correct that high speed pursuits (as frequently seen on various television programs) became ever more restricted and controlled from the 1970's onwards. Liability issues prevail in each and every incident and when the police are involved in a death, you can be assured there will a lawyer ever willing to take the case and go for the 'deep pockets of the city, town, county, state or whatever'.
Law suits aside, consider your commentary as being indicative of the response to a close, family related and very tragic event. A knee jerk reaction to such, is to blame and seek remedy to the event, and being human, ever reluctant to believe your own blood could be the author(s) of their own misfortune.
But getting back to your original post, between the reports, scheduling, off time, court, and every other thing that seems to occupy and demand a cops attention today - the fact that SOMEONE is actually querying those serial numbers is a good sign that your local constabulary is actually doing their job.
With the lack of visability in most jurisdictions these days, someone doing there job is a GOOD THING.
