My understanding is that it's because the way the dumb lower back administration measures pollution is in "part per whatever" or % of exhaust. So if you burn more fuel your % can drop, even though you pollute more.Kinda hard to measure exactly ain't it? But I think,my ck30 kioti uses about 1 gal to one hour of pto work,bought it last fall,bet the newer epa approved motors don't do as well as the older ones,[don't seem like it to me],that would just about be par for course,would think the newer motors came about as to pollution,right?Wondering what kinda test that would be?I mean if it burns more fuel than old ones,how could that be less polluting??
