Maybe they DO turn the light switch on/off as the doors are used, so the wiring is not hot all the time.

Personally I dont see the fire hazard that you guys keep eluding to.
Is it done right? NO
Is it the way I would do it? NO
But I still dont see the fire hazard. Short of anyone walking into the line, or cutting the exposed wires anywhere. Yea, the extension cord is crappy, but garage door openers dont draw much juice either. 1/2 horse with a couple of lights? Maybe 500watts? and everything is exposed and not burried behind walls and insulation.
And everything is taped up and we really cant tell if there are wire nuts under it either.
If he just ran extension cords all the way, no tape, splices, surge protector, etc, and plugged it into an actual outlet, would there be anything wrog with that? I fail to see much differnece. Romex works fine, and the splice are neat and well taped.
Dont get me wrong, I am NOT saying this is right. And it certainly has its hazards. But I personally dont see it being THAT great of a FIRE hazard.
