Her life was likely not in danger.
If she had killed the thief, in many states she would have been charged with murder.
If I had been on a jury, and those were the proven conditions, I likely would have been willing to vote for a murder conviction.

I certainly agree that shooting in a parking lot is 100% reckless. Also, too many witnesses; exactly what the LEOs advise against. They want to talk to you after you have calmed down and have your attorney with you. They want all the other "witnesses" to be deceased miscreants. The LEOs say, "We're going to know this guy. He's someone we have picked up and had him convicted time after time." They don't want to ever hear that guy say another word (lie), and they advise you to make sure of that as the state will give him a free attorney if he's alive.
In our state you don't have to be defending your person, but it doesn't hurt of course. You can use any level of force needed to protect your property, and it certainly doesn't have to be on your property. About 14 years ago a pastor caught two druggies in the basement of his church. I think they were stealing copper pipes. By the time he shot them they were outside and he dropped both of them with his Ruger .357 Blackhawk through the window. Strangely, he shot one in the knee and the other in the foot but both bled out. He received an unofficial award from the state prison agency which stated how much he saved the state in corrections cost at $90 per day.
Law enforcement is fed up. So are crime victims. In this state anyone who can legally touch a gun can carry one concealed or open, except in a school or in a bar that doesn't serve any food (even pickled eggs). No permit is needed (except the Constitution). No alcohol can be consumed while carrying a gun.
