Lifting the front wheels isn't a big deal and not really an indicator of loader strength. Depending on the geometry of the loader you may or may not be able to lift the front with just down pressure on the stick.
On my Branson the only way to lift the front is by putting the loader all the way down, then dumping the bucket.

I'm not sure what you are looking at on your loader valve... pics would help, but if you adjust anything make sure you mark where it was so you can get back to the original setting if needed. Also additional flow won't help you lift more, in hydraulics changing flow changes speed, changing pressure changes power.
