Rather than freezing the CC simply put in the microwave oven for a few mins and that'll curtail spending urges.

Tin snips? Or a multi-ton metal press/shear? Then 'reinflate' the can to the original round shape. Not sure how to eliminate the creases from flattening though. Maybe a planishing hammer?

I would use a can opener.
It cuts below the outside rim and leaves perfectly flat cylinders everytime.

I did't want to cut below the rim. I wanted both end rims intact and then cut in the middle leaving two halves, each with one open end and one rimmed end.

For a job like that I would use a little cut off wheel driven by my air compressor. Dremel would work, too.
