I rebuild a Howse mower (6') a while back, and the tailwheel bearings were gone. I don't mean worn out, I mean missing. I grabbed a piece of aluminum pipe that had the same O.D. as the tailwheels bearing housings I.D. and close enough to the diameter of the shaft that it wouldn't wobble too much. I took a 3 pound sledge and drove it in, installed the tail wheel and sold it. Two years later I bought it back and it is working fine. Guess the tailwheel doesn't need bearings, as bushings will work.

I actually cut a couple of extra pieces from the same pipe and wired them to the deck of the bush hog. They were still there when I got it back also.
