The hyd motor only turns at a speed based on the GPM's applied.
You control the amount of fluid. Just provide the hyd motor a small amount of fluid.
Install a priority valve that will provide say 1 GPM, or whatever.
If you supply the motor I posted above, with 1 gal, it will turn about 120 rpm, and if you provide it with .5 gal, it will turn 60 rpm.
A 6.0 cu in hyd motor, using 1 gal will turn at 39 rpm, and .5 gal will turn it about 19 rpm.
If you go with larger displacement, the motor will run slower for a given input.
