Just about the same situation here - Bird. The laws on fireworks change by the year, the county, the city and the political leanings of the party in power at the time. Just like our hunting and fishing laws.
Its rather a strange situation - everybody acknowledges that fireworks do cause fires and do cause personal injuries. Yet - some counties completely outlaw sale and use and some are wide open.
